In a medium saucepan, over medium-high heat, melt the Butter.
Add Peanut Butter and Vanilla, and whisk until smooth and creamy.
Line two baking sheets with parchment paper. Set aside.
In a large mixing bowl, add the Quick Oats and Salt, and stir to combine. Set aside.
Add the Brown Sugar, Cocoa Powder, and Milk, and bring the mixture to a boil, and remove from heat.
Pour the Peanut Butter mixture over the Oats and fold in until all the Oats are fully coated.
Drop cookie-scoop sized balls of the mixture onto the lined baking sheet, leaving 1-2 inches between each cookie.
Let the cookies completely cool. (They will flatten out a bit as they cool.)
